Governance in Collaboration

What characterizes successful governance models in collaborative systems? 

This question was posed to me and I don’t know that I have a good answer other than it depends….depends on the desired outcomes of the collaborative system.  But that’s more instinct – are there characteristics that make one model more successful than others?  Is there any evidence to support one over the other?  Models meaning (but not limited to) benevolent dictator, editor/gardener heirarchy (ala wikipedia), content manager, ratings systems, pure meritocracy, etc, etc.

Thoughts?
